Odoo answers this one user at a time

It records a row every time somebody logs in, and shows the most recent one on that user's own form. What it has nowhere is the other direction: the list of accounts nobody has used.

That list is the one somebody has to work through — at review time, at audit time, or on the day the licence count gets questioned.

Every active internal account nobody has used, longest idle first, with the never-used ones sorted above them.

Two problems, not one

An account that was used and then stopped belongs to somebody who left or changed role. An account that has never been logged into was set up and forgotten, and is usually the older problem — still holding whatever access it was given on the day it was made.

Odoo shows both as an empty Latest Login. This keeps them apart and counts them separately.

What it leaves out, on purpose

Portal and public users, because there can be thousands of them and nobody offboards a customer. Already-archived accounts, because they are the outcome rather than the question. And OdooBot, which never logs in and never will — listing it would put a permanent false positive at the top of every report.
