Odoo changes group membership one user form at a time. Standing a project team down at the end of an engagement therefore means fifteen forms - and the only record of what was done is whatever the person remembers a month later.
Every membership that would change, the group left with nobody in it, and the implied group that will not come off by itself.
What it does
It names the implied groups
Groups imply other groups, and that is where people quietly gain access somewhere nobody was looking. Adding says which come along. Removing says the opposite, and it matters more: Odoo does not take an implied group away when the implying one goes, so anybody who had it keeps it.
Only what you asked for
Memberships this change says nothing about are left alone. A bulk tool that rewrites the whole group list would drop access nobody mentioned, and the person who lost it would have no way to find out why.
Emptying a group is said out loud
Removing the last member leaves a group configured and unused - easy to miss now, hard to explain later. The plan names those groups and applying is refused until you say it was deliberate. A group that was already empty is not blamed on this change.
A stale plan cannot be applied
Change the users, the groups or the direction after working it out, and Apply is blocked until it is worked out again. A list describing a different change is worse than no list.
It leaves the record the forms never did
Each change keeps who asked, when, and exactly which memberships moved - the thing nobody has after doing it fifteen times by hand.
